The SMTP_BLOCK feature is designed to prevent our server from connecting to another remote server via SMTP to send emails. This has always been blocked on the server and so this is not the source of the issue if store owners stop receiving notices on new orders.

This is a known WP issue and the domain's cPanel is not the best way to send emails.
